Mill Creek Flood Control Zone District


Brief History of the Mill Creek Flood Control Zone District
All of the following is in accordance with: Chapter 160, Laws of 1935 (Sub. S.B. 113) Relating to Flood Control in the State of Washington
(All Sections referenced in the following paragraphs are from said Chapter 160).
 
 
Section 3 & Section 4:
August 9, 1935
 
A petition, signed by at least 10 landowners within the proposed flood control district, was filed with the Director of the Washington State Department of Conservation and Development along with deeds and affidavits verifying ownership within the boundaries of the proposed flood control district as described in said petition.
 
   
Sections 5, 7, 9, 10, and 11:
September 3, 1935 
The Director, Department of Conservation and Development filed his Report and Findings. He found that:
 
    · there was no agency available at the present time for dealing with the flood situation; 
    · the flood conditions could be remedied by feasible works and structures; 
    · that the cost would be fully justified; and, 
    · that the control of flood conditions was necessary and would be conducive to public welfare. 
     
  The report further states that the Director would take the further steps necessary, according to law, in furtherance of the creation of the flood control district and that a copy of the report and findings was forwarded to Mr. L.J. Campbell, the first name appearing on the petition and a copy of the report and findings as well as a copy of the petition was filed with the County. 
      
On August 26, 1935, Walla Walla County made application to the Works Progress Administration for allotment of funds to construct a flood control reservoir of 7,000 A.F. (Acre Feet) at the Russell Creek site, with diversion works at Mill Creek, a channel to the reservoir, a ditch from the reservoir to the division works on Mill Creek at the headwaters of Garrison and Yellowhawk, a rock filled wire revetted channel to the City of Walla Walla, a concrete paved channel through the City and a rock filled wire revetted channel below the City. The entire project was estimated to take 15 months at a total cost of $1,037,969. 
      
On January 27, 1936, the Walla Walla County Mill Creek Flood Control District assumed the sponsorship of Flood Control Project No. 65-93-926 of the Works Progress Administration from the County Commissioners of Walla Walla County. 
      
July 16, 1948, the Commission approved the boundaries as modified by the committee, established the name of the district as the "Walla Walla County Mill Creek Flood Control District" and ordered the Director to call an election for the creation of the flood control district.
