The following are the major items of work planned for 2009. Goals for the year include improving work planning & scheduling to ensure effective use of our. Maintenance Management and Pavement Management tools will be used to establish priorities and develop sound budgets.
Projected 2010 Chip Seal and Gravel Road Maintenance
The following are the major items of work planned for 2010. Goals for the year include continued improvement in work planning & scheduling to ensure effective use of our resources, and implementing consistent road maintenance standards. Maintenance Management and Pavement Management Program tools will be used to assist with work priorities and sound budget development.
- Roadway – Work under this account consists of maintenance and repair that occurs within the roadway prism.
Traveled Way (542.31) – Placing and processing gravel on our gravel roads and re-grading existing gravel roads. Gravel roads are categorized as Primitive, Low Maintenance, or High Maintenance and are graded on varying frequencies. Primitive roads may be graded up to 2 times per year. Low Maintenance roads are graded 3 times per year (spring, before harvest, and after harvest), and High Maintenance roads are graded more than 3 times.

Scrubbing (542.31) – Filling pot-holes in pavement with asphalt and using asphalt to pre-level, or “scrub” existing BST or asphalt roads prior to chip sealing. Hot mix asphalt is the primary material and a special cold-mix is used in small concentrated areas and at bridge approaches.

Shoulders (542.32) – Grading, re-shaping and adding material to match the gravel shoulder to the pavement edge.

Chip Sealing (542.33) - Roads to be chip sealed are listed below. They will be prioritized in April with the total miles being dependent on the cost of emulsified asphalts.

Crack Sealing (542.34) – Sealing the longitudinal and transverse cracks in the pavement surface of those roads proposed to be chip sealed for the year.

- Drainage – Maintenance and repair of drainage systems from the point of interception within the right-of-way to the point of outfall.
Bridges Under 20’ (542.41) – Maintenance and repair which primarily consists of repairing bridge approaches and structural maintenance.

Culverts (542.42) - Cleaning debris around bridges, flushing culverts, spot cleaning ditches at culvert ends, replacing and/or repairing damaged culverts and the installation of new culverts.

Ditches (542.43) - Cleaning out ditches on county roads and removing excess material.

- Structures – Maintenance of bridges 20’ and over, tunnels, irrigation canal crossings, livestock crossings, and other structures.
Bridges 20’ and over (542.51) - Maintenance and repair which primarily consists of repairing bridge approaches and structural maintenance.

- Traffic & Pedestrian Services – Operations and Maintenance of roadway facility and services.
Traffic Control (542.64) – There are seven different items under this account that deal with everything from signing and address posts to striping and guardrail. Work here involves maintaining our signs and address posts, repairing guardrail, striping, and other special traffic control as needed. The largest item is striping which is the application of paint to our roadway surfaces for centerline, edge line, crosswalks, stop bars, and railroad crossings.

Snow and Ice (542.66) – Snow plowing and sanding of roads. Much of the sand will be “pre-wetted” with liquid de-icing material for longer lasting effects of the sand for traction enhancement. Also includes the application of liquid de-icing material to control ice/frost at major intersections, on some hills, a few bridges and various shaded areas. Work is performed as dictated by weather.

Street Cleaning (542.67) – Cleaning of roadway surfaces of rock, sand, and other debris by sweeping or flushing by machine and/or hand.

- Roadside (542.71) – Procurement and application of herbicides and the mechanical mowing and/or cutting of trees, weeds, and brush and weed burning.

- Mill Creek Flood Control Zone District (531.30) – Maintenance activities within the limits of the Mill Creek Flood Control Zone District’s channel including annual inspection, removing debris, spraying or mechanical removal of vegetation from the open area of the channel, and re-grading the channel bottom as needed. Also includes any necessary major repairs.

- Rock Crushing Operation - Goal for 2010 is to complete crushing at the Waitsburg Quarry and terminate crushing operations based on a number of economic factors. County will continue to monitor and maintain leased/owned stockpile sites at various locations in the county. New rock will be acquired commercially along w/consumption of existing inventories.
8. Garage – Goals for 2010 include improving work scheduling in coordination with the other Districts to ensure that a sound business-sense approach is being incorporated into equipment service frequencies, and that maintenance is prioritized in a manner that maximizes equipment availability during key work seasons. Additionally, close attention to fleet management analysis and rental rate adjustments will aid the County’s progress toward achieving an appropriate equipment replacement schedule.

- Complete all scheduled services and repair unscheduled breakdowns.
b. January / February / March –
- Order new vehicles and equipment as approved in the 2010 budget
- Get all sweeping equipment ready for picking up winter sand.
- Receive new equipment and prepare for service / prepare trade-in equipment to send to dealers.
c. March / April / May -
- Facilitate & assist Road Districts with de-winterizing all snow and ice equipment, which consists of washing out and “rust-free” treatment of all V-Box sanders and snow plowing equipment.
- Return all backhoe loaders to the shop that were used for loading sand at remote sites.
- Prepare all chip seal equipment for chip sealing by mid-May.
- Complete annual inspections of all heavy trucks and trailers.
- Service the equipment used during the spring runoff and ready it for use.
- Have the paint striping equipment ready for use by mid-May.
d. May / June / July / August / September -
- Key on the chip sealing program and repair equipment immediately that can’t be repaired in the field.
- Prepare ditching equipment for fall ditching activities, e.g., Athey Loaders, graders, etc.
- Clean and repair chip seal equipment and prepare for winter storage.
e. October / November / December –
- Check all snow removal and sanding equipment by November 2nd.
- Check and winterize all equipment and facilities.
- Get the backhoe loaders ready for remote site sand loading.
- Ensure diesel fuel tanks are properly prepared with winter additive by mid-October.
